DONALD F. CASE Jr. worked over 16 years with the Seaboard Railroad (CSX) between 1971 and 1987. Based in Richmond, he worked as a brakeman/conductor with both yard service and road service. Serving as a union officer with Amtrak for six years, he represented Norfolk Southern, CSX and Amtrak. He has conducted railroad scene inspections and has investigated many crossing accidents, train derailments and motor vehicle accidents. He and his family live in Chester, Virginia.

CHARLES H. CUNNINGHAM, an independent investigator, brings 36 years of train service experience to our firm. While at N&W, he served as a fireman and engineer. Active in union
matters, he has held local and state legislative positions with the B.L.E. He has inspected yard and crossing accidents as well as motor vehicle accidents. Charlie has also covered investigative
hearings before the National Transportation Safety Board in Washington, D.C. He has maintained ties with union members on the CSX, Norfolk Southern and Amtrak railroads. He resides in Portsmouth, Va.

T.C. EMORY retired from Norfolk Southern in 2002 after 41 years of rail service. T.C. originally worked as a carman/helper on the original Norfolk Southern, then became a trainman, and finally a locomotive engineer. Active in union matters, T.C. was a local chairman for 27 years and then served 9 years as vice general chairman in the BLE. T.C. has developed extensive information on railroading and has been involved in dozens of railroad investigations in his prior union positions.

HERBERT A. WOOTEN, JR. was born in Quantico, Virginia in 1944 and resides in Elm City, North Carolina, east of Raleigh. He was first employed as a trainman in 1964 by Atlantic Coast Line Railroad (Seaboard Coast Line/CSX Transportation, Inc.). He later worked as a conductor (freight and passenger service) and held numerous elected union positions. After 27 years of service on the railroad, he began his employment as an investigator in 1991. Since that time, he has investigated hundreds of railroad injury, motor vehicle, and industrial cases, and developed an extensive network of industry contacts.
